Can a fireman pull you over?

Okay theres a story to go with this:
I was trick or treating with some friends and a guy was going way to fast. my friend ( fireman) slowed him down and told him he needs to slow down its Halloween kids are on the street. then the guy in the car said " Having fun Allison?" I froze.. then i though .. i know that voice i flashed the light on him.. IT WAS MY BROTHER! it was so strange.. but then i told my mom and she said he can't do that.. its illegal to impersonate a police officer. .. is this right? my friend said it was part of his job .. idk who to belive the one that works there or my dad who is a police officer?

Ok i love the answers so far ! but this is not a trick lol i'm not asking my dad yet cause my friend could get in trouble but i dont want to have him in trouble you know? But yeah he didnt give him a ticket, and my brother COULD have hurt somone.. i guess he was jut being a concerned citizen? thanks everyone!

I believe that he is not able to ticket him but typically firemen as well as police men are out making sure that we are responsible and our children are protected on Halloween, at least in our town. Too many scary things can happen when little kids are running about; your brother should be glad that your friend told him to slow down; what if he HAD hurt a child?

In your story, you never stated he actualy said he was a police officer, and if that be the case, then he was not impersonating an officer.
Any citizen can ask or demand that someone slow down when it creates a dangerous situation.

they can but generally dont. I asked once, they said they can and hold you till a police officer. Think of it this way, if you are going wayyyyy toooo faaaassssttt, why shouldn't they pull you over? your endangering lives. From what i understand they won't pull you over unless your being dangerous.

Yes. Anybody can, in the absence of a law enforcer, impose what is necessary to avoid damage to lives and property. This is what the law called "Citizens Arrest".
