Can a manager call an employer insist he comes in to work?

It depends why he is off work. I used to be a callcentre manager and could ask someone to come into work if they hadn't provided a sick note. If someone was on long term sick I would have to visit them at home first and then try to get them to come into the office just for a meeting to get them familar with the surroundings again. We had very strict guidelines on dealing with long term sickness, it may not be the same in all companies.

Check to see if there are any published policies for the employees and check to see what deadlines for sick pay are, insurance coverage time span before returning back to work, sick days or even just days off.

If under medical care, see you health care provider rules and regulations, check with the release of the doctor before returning. Don't take chances on getting hurt or getting someone else hurt.
Remember it is a business and not a vacation spa where you choose the hours. If you cannot fill the criteria for the work load the business has expectations for, they will move on and replace you.

Depends whats in the contract of employment. However it is best practice for HR/Personnel to ring employees as they are impartial.

That depends on the requirements of the duties at the time you accepted the job. If there was nothing agreed on in the terms of employment,no you are not required to come in on time off. but beware,sometimes the manager may later try to terminate you in some other manner as payback for not coming in when he/she may have wanted you to. As wrong and as sneaking as this may sound,you may be force to watch your back. If you suspects this may or has happened to you,do some digging to find out how to stop or fix the problem.

depends on the contract, if there is something in the contract that allows it, then yes, if there isn't well would depend on the reason. If they had just taken a day off with no explanation, then yes, and filure to come in could be a disciplinary offence. If the person is off ill, then no, unless they have been off more than 3 days and haven't produced a sick note.

No....but in certain cases (like being on call) yes you can be called into work...but other than that...no...and don't let them bully you into think you have to....
