Can a person be fired for refusing to work over the legal amount of hours they can work for that day?

My husband works for a trucking company that hauls water in the oilfield in the state of Utah. By law they cant work more than 14 hours a day to keep log books and paperwork legal. Can they make you work past the 14 hours and not pay you for the hours you worked over that? His work is refusing to pay anyone for any hours worked over the 14. But yet they tell them they need to work still so if he refused because he wont get paid for it can your employer fire you or threaten you with your job if you don't work over the 14 hours?

If you have copies of all of this information, I would take it to the state labor board and file a complaint. I don't know about Utah, but if it is a right to work state, they can fire you at any time and not have to give a reason! He has a valid complaint and as long as there is proof, he should complain and get this kind of practice stopped!
