Yes, it's pretty common for a drug test to be done before an offer is made. And passing the screen does not give you the right to the job, or guarantee you'll get it.

The real question is, why do you worry about it?

They could if they wanted to, but without an offer I don't think I would do it. But that is just because I feel drug testing is yet another right that has been taken away from Americans.

And it is not cheap.

But yes, they could require a drug screen to receive an offer.

You have the right to refuse the test and they have the right to reject you at that point.

It is just a drug test. Did you pay for it or did they? If they picked up the tab and they haven't contacted you let it go. Go apply elsewhere. Even if you passed it does not mean they have to hire you. You may be less qualified then another person who also tested for the same position.

I had this same thing happen 2 weeks ago. I had the interview and then they handed me the paper for the drug test and I have not heard anything since. I am not on drugs.
So to answer your question, I think they can, it happened to me.

No. They make the offer with the stipulation that if you fail the test the offer is withdrawn.
