Can an employer take away pay?

My mother works at a starbucks in Wisconsin. Well she had her annual review and they gave her good marks. But was told she was at her cap, so she could not get her raise. This was about a month ago. She opened her check today and seen the took away $0.20. Is this legal?

YES pay rates may be changed but not without notice prior to working at the new rate. retroactive changes are not allowed.

since this was at a time when rates were changing due to evaluations this is probably just a mistake. she just needs to contact the payroll department to get it corrected.

It's legal to cut her pay, but they should have told her when they did it, before she worked those hours.

it shouldn't be taken away without reason. and because they said she was at her crap, that is a horrible reason to take any money out of a person's paycheck. even though 20 cents isn't much, it adds up.

She should go to her boss and inquire if it could be the simple mistake because she could not understand the reduction in pay while her performance review was good. Chances are that someone made a mistake, and also, at least she would not sound like she was criticizing her boss of taking away the pay.
It could also be the fact that her pay was $.20 more than the cap. But if this was the case, her boss is obligated to inform her of the fact before making the pay cut.
