It is illegal to conduct background checks on minors in any state.

It's not illegal, if a parent or guardian sign off on it then it is ok. The thing is most states don't allow you to view juvenile records, so there won't be much to find.

Background checks, no. References, yes (though this is usually contingent on company policy. Many companies today will not give references).
