If your not protected by a contract the company has to generally abide by their written policy. Your company sounds as if it has a progressive discipline process where you may receive a verbal, first, and final warning prior to termination. However, just because you received a verbal warning that was documented doesn't mean to say that a written warning will be next. That all depends on you. Hopefully you will see management's expectations in the situation where you received the warning and there will be no future occurrence. If you are in your introductory period, most companies reserve the right to terminate without a warning but like to have something in place before they do. Also depending upon the severity of an issue they could fire you without having to give any warnings (if the company believes you stole from them or falsified business records chances are they are not going to tell you don't do it again). If it is purely performance based then generally they will follow their discipline process through if there are future issues. Hopefully there won't be.

Not sure what a "written verbal warning" is. And yes you can be fired without ANY warning unless you have a contract requiring a particular sequence of warnings.

If you are an at will employee you can be terminated for any reason, without warning, especially in this current economy.

In a normal economy, an employer will usually strive to document all reviews, and warnings to help prevent the employee trying to initiate a lawsuit for wrongful termination.

As your boss, I can fire you for being perfect. I can fire you for any reason except those reasons specifically forbidden by state or federal law (i.e., religion, race, age, familial status, disability)

Most employers have a 3 step disciplinary process (verbal/written, written, termination). All steps are generally witnessed/signed off by another supervisor. All documentation is then handed off to HR unless HR conducts the disciplinary themselves.
The step process has 3 basic functions
1) Tells you how close you are to termination
2) Hopefully because of #1 you'll show immediate improvement
3) CYA for the employer when/if there is a lawsuit.
