Confused about Victoria's legal employment age?

I am 14 in one month, and I have been doing a little research into employment age in Victoria, Australia and I have seen on business.gov.au and youthcentral.gov.au, according to those two sites you can get a job at 13 years of age. It doesn't seem right to me, but if it is, I want to get a job at Coles right now >=]

so, is it true?

i think u have to be 15 to get a part time job
