Do UK employers force new employees to go for self-employment?

rather then offering them an employment contract in order to save costs and reduce risks ?

also do UK employers when offering a standard employment contract pay you only the country minimum salary and pay the rest of salary on assignment basis, so that effectively the NI is minimal and when they fire you your notice period ensures only equivalent to lowest possible salary?

it is very common in eastern europe - is this somehow prevented by regulators in UK or UK employers exploit employees in the same way?

Not common practice in the UK.
There are some trades where you are paid a minimum basic and make that up in commissions but certainly not in the majority of jobs.

I know that some employment agencies will not hire people on short term contracts unless they are self-employed. If they are not they are advised to join an Umbrella Limited Company, to get the contract.

This does not work out too bad, because for a small monthly/weekly fee the Umbrella Company, provides insurance, deducts Tax and NI contributions, and allows the employee to claim tax exemption on some expenses for the duration of the contract.

One has to be very diligent with the authorisation of time-sheets and submission of expenses claims due to the protracted procedure.

It is also difficult to claim unemployment benefit at the end of the contract, as one has to voluntarily resign his position with the Umbrella Company, seen as Voluntary Unemployment.
