Of course not. Their obligation is to give you an education. Getting a job is YOUR responsibility.

No. Colleges provide the tools students need to get jobs for themselves. All colleges and universities have career placement offices for the benefit of those students who are looking to attain their career goals. If other students don't want to take advantage of their education or the resources provided, then the school can't do a thing for them.
