In California, most employers will take your application even if they are not hiring, to avoid discrimination lawsuits. Anyone could say that they were discriminated against and file a claim sparking an investigation, if told they can't leave an application. Some companies allow only online applications, which is okay, but they must give you the website address for you to follow up.
Your best approach in a job search if you're going door to door, is to first ask for the manager of the location. Then, introduce yourself (be dressed professionally for the position you're applying for) and express your interest in that business. Be prepared to say WHY you want to work in a business like that one. Be specific, and not just "I think your business is great". Research the company, how many stores, how many people they employ, and whether or not their work force is seasonal. Timing is important in your job search. If they're a seasonal employer (like theme parks), applying just after their season has ended is a waste of time.
Write down specific things you could contribute to that company or location and have those ready also. After speaking with the manager, ask for an application. Not whether or not they're hiring because it is too easy to say no. When they give you the application, ask when you can return it, get a time and day of the week to do this and then return with it at that time to submit it. This shows dedication and a sincere desire to work there.

If you are not an employee, they can tell you anything they like. Sadly, some companies receive so many resumes and requests for employment that, even when they accept your resume, they may toss it into the garbage the minute you walk out the door.
But don't let this discourage you. Talk to people you know--friends, family, teachers--to see if they know of companies that are hiring. Sometimes it helps if you know someone working for the company who can give you the "inside scoop."

Yes and it is difficult to prove like Wrongful Termination.
Most Americans are not aware of these:
The majority of the US Constitutional amendments do not apply to the US Private Sector and many can break their own rules and change them at will.
The whistle-blowers that do are creatively fired and the laws to protect them have slowly been weakened to favor the business world. The laws favor business over workers. Jobs seekers lie by padding their resume. Do a Yahoo search on Whistle-blowers, Whistle-blowers rights and protections, At-Will Employment and the Right-to-Work Doctrines.
