Do these working conditions allow me to take any form of Industrial Dispute (strike)?
Find answers to your legal question.

Do these working conditions allow me to take any form of Industrial Dispute (strike)?

For the past 2 or 3 months I have been turning up to work, almost always to find that we are heavily understaffed. I've come back from an evening shift where usually there should be 5 of us working a delivery whereas today there was only me. This is due to people leaving or not turning up to strict/unsympathetic conditions at work.

I've already handed my notice in, but if it was possible for me to leave immediately, I would, as I don't want to step foot in there again. Does this issue also mean that my employer is not fulfilling his contract by allowing us to be heavily understaffed?

do you have a contract that addresses this issue?
if you do then perhaps they have breached the contract but if you have the contract you would know...................
if you don't have a contract or if your contract does not cover staffing then they can't be not fulfilling it since there is nothing to fulfill.

generally you can not strike without the authorization of the entity that is responsible for the collective bargaining agreement.

if there is no such group then yes you can strike and most likely be terminated for it.

you have already given notice, it is in your best interest to do the very best job you can for whatever time you have left.
why stoop to the level of those whom you seem to so disrespect?
do your job and leave knowing you did all you could..............
