Do you need an employment certificate to work in Texas if your under 18?

I just moved from North Carolina and I want to work at JCPenney. Im 17, would they let me work at this age or do I need a "work certificate"?

This is what it says online when applying:
If under 18 years of age, applicant will be required to submit a work certificate, if required by the state
