No they don't if they are not hiring. It is illegal if they have placed an ad in the newspaper or with employment center and you go to apply and they won't let you fill out the application.

Maybe you don't have the look they are searching for or due to your age. That is discrimination and you could file suit, talk to an attorney

No. They can tell you they aren't hiring. However, most companies go ahead and let you fill out an ap if you want. What they do with the ap after you leave is up to the HR Department.

I remember asking for those when I was 17. Nothing you can do if they "ran out". Just pass them up, if they won't give you an application, they aren't worth it. There are other counter jobs to look for.
