In the state of Georgia, I work 40 hours, with a one hour lunch. My employer tells me that during that lunch I must stay in the building, eat at the Cafeteria, make no phone calls. Is that legally?

YES
Georgia has no laws concerning breaks for adults they simply follow federal law which has no mandates for any breaks.

under federal law all that matters is if a meal break is unpaid it must be at least 30 minutes and uninterrupted.

under federal law the employer may make you stay on-site regardless of if the break is paid or unpaid.
there are a few states such as California where this would be illegal but sorry Georgia is not one of them........... |

how is this actually enforced?
is it jsut a reccomendation from your employer or is it a specified regulation?
if its a just a recomendation feel free to do what you want, if you work in a uniform it may simply be to protect the reputation of the business by having you stay in the building? |

It is legal if it is a paid lunch hour.
I doubt that it is legal if it is not paid; but you don't specify the job or whether it is a Gov't or a security risk job.
Normally if you are not paid for the lunch hour you are under no obligation unless you signed a contract to that effect at hiring time. |
