I would say no,as the information quoted is confidential. This is breaking the data protection act.
This would be given by your doctor to you or the person who you have agreed to have this information.I should find if your employer had authorised this to happen.Line managers should not see these documents, neither should personnel, only if you wanted them to see it.The more people that see your information the more chance of your details being used illegally.( I'm not saying this would happen, but,it could!)

Make a complaint, bypass personell and go straight to top management!

Keep in mind that your line manager is part of your management team and could be considered in the "need to know" depending on what information was given to personnel and is considered part of "my employer". Frequently, they have access to your personnel files.

When giving the authorization to your employer, did you indicate that the information was something you would rather not share? Did they do something based on the information given?

in all honesty it depends on what information they required from your doctor.

If it was in relation to your current position in the company and it could pose a risk your line manager would need to be informed.

So in answer to your question it depends on what information they required, it is highly unlikely that the doctors would have sent your full medical history to them and personnel would have requested just information relateing to you current job.

Should not have happened, so complain to personnel.

Your employer had no right to pass this info on unless you gave your permission prior to the employer obtaining the info. You must have given written permission for the employer to obtain this information, suggest you check the consent you signed.
If no consent was signed you doctor could not release this info.

This will depend on the permission form that you signed. It ought to have made reference to whom the information would be restricted to - it is feasible that this could have included your line manager on a 'need to know' basis.

The Health Insurance Portability and Accountability Act prohibits the use of an employee's personal health information to make employment decisions in most cases. You don't provide much detail but this exchange is certainly suspect.

You need to raise this with hr. What has probably happened is they have given a summary of the report to guide your line manager on your absence.
You should check the copy of the gp consent form. In my company you as the employee are giving authorisation to the company to produce the report.
Why would you have a problem your manager knowing - something different if it was a member of staff.
But on the otherhand if the manager has spoken about it out of context then you need to raise a grievance

You need to file a complaint with the labor commissioner in your area.

I'm not sure if you are in California, but here is the website. They can direct you on where to go. Don't stand for this from that employer, they are out of line. I wouldn't talk to anyone at the company, but I would either deal with it through an attorney or the labor laws.
