Holiday entitlement. is it legal???? please help.

is it legal for the company i work for to use the accruel sytem after the first 12 months of employment??? ive worked here for just under four years now and have not been payed for some holidays. for example i booked 5 days of in march but only got payed for 4 days, i queried this and got told it was because i had not accrued my holidays.
any help would be apreciated thanks.
