You don't have to have either of those things (having a military background will definetley make it a little easier, but it's not a requirement by any means).
There are tons of applicants, but most fail something and don't make it into the academy. You must pass a basic written test, basic physical test, then the psyc written, then all the background investigation including a CVSA (lie detector) , then medical and interview with a psychiatrist. Then you still have to get through 6 months in the academy. Be prepared to relocate anywhere in the state, but most likely LA or the bay area.
If you have a clean background, can read and write well, don't have any mental problems and are capable of being in great physical condition... you have a chance.

You can get the job as CHP if you have done DXR WITH DPO and RXY as majors with some experience in WNOV with a little KXYM background.
You apply with these credentials, the job is yours hundred percent.
Best of luck.

Information about joining the CHP can be found here:
http://www.chp.ca.gov/recruiting/officer.html

Minimum requirements:
http://www.chp.ca.gov/recruiting/oqualifications.html

You do not need to have a degree or a military background. You do have to pass various tests, including a full background check (credit history, medical, etc.)

If you have any concerns regarding whether you may have an issue in your background which may lead to disqualification, it is highly recommended that you contact the CHP Applicant Investigation Unit for assistance PRIOR TO beginning the selection process. While our investigators cannot divulge the CHP's specific disqualification criteria, through a candid dialogue with you they can provide guidance and assistance in helping you evaluate your personal characteristics as they relate to the CHP's automatic disqualification criteria. The Cadet Hiring Unit can be reached Monday through Friday, 8:00 a.m. through 5:00 p.m. (Pacific Standard Time) at (916) 375-2180.
