Depends how many hours a day they are doing. I don't think there's a law if they are only working 2 hours a day, ie 14 hours a week for example.

If they are doing 12 hours a day ie, 84 hours a week then the employers breaking the law, in UK anyway.

In your case, 17, the maximum hours a week is 40, ie, 5 day week at 8hrs.
