Not all public librarians are city, county, or state employees. My wife is a librarian and she is part of the state retirement fund, but gets no other city, county, or state benefits. The library has to pay for small business health insurance.

Pay and benefits depend on the individual library and the position you have. Your question doesn't give enough info to even try to give you an estimate.

It is usually not a government job, but some are - again it depends on the library and how it's structured.

Librarians are commonly underpaid for the education and responsibilities they have.

I'm not sure about other countries but in the UK to be a librarian you need a degree usually. Most library assistants are trainees too. I could be wrong, but every librarian job I've ever seen advertised is for graduates. It's usually about £20,000 ish, but that would probably depend where you worked, there are librarian jobs going in the health service for example. Pay would probably be higher plus you'd get pension and other bonuses. Have a look at the job centre website, or even the nhs website, if there's any library jobs advertised you can see what they're asking for and what they're offering.
Good Luck

Most librarians in North America will be employed either by government or by private universities. I would be very cautious about pursuing this as a career choice. My aunt was a librarian (public employee) for most of her life and when she was the head librarian for the department of education, she was in conflict with her superiors because she felt that they were training too many librarians. Basically, they had paid to have courses in several community colleges and they ended up with a lot of unemployed librarians, or burger flipping librarians.

Unless you have a library degree you can expect to start out around minimum wage. If you have other skills (supervisory experience, computer skills, clerical experience) you might be able to find a paraprofessional position that pays a little better but it still won't make you rich. I've included a link in the sources to a page of library salary surveys at the American Library Association.

Workers at a public library are typically employees of the city or county. Workers at publicly-funded colleges and universities are typically state employees. Workers at the Library of Congress are federal employees. Benefits are whatever is provided through the city/county/state/federal system. Workers at private colleges and universities usually have the benefits of the library's home institution.
