How should I negotiate my salary?

I currently work for my city, and interviewed for another position within the city. The salary is negotiable. How can I come up with a number that is fair.

The job is an evidence technician with the police. A rookie officer only makes 12.35 an hour, should I ask for similar or slightly lower?

Try to find out what other people with the same job make. Because it is a city job, there may be public record of what is paid, or you could just ask someone that works or has worked at that job what they made.
Even though it is "negotiable," you will probably find you have very little room for negotiations unless you possess a set of skills that is very hard to find. "Negotiable" is usually an employers way of saying you will make what they decide to pay you.

Are you a "rookie" or do you have the experience? If it's the first one, go with the going rate if you really want the job.
If it's the later, ask them what the job pays or research it, know the least amount you could accept to live on and add $1,200.00 more to the annual salary leaving you with $100.00 extra per month to be applied toward your taxes and give you a little more breathing room.
But, let them know you are right for the job and all you have to offer, you have to make it worth the "cities" while to hire you.
