He probably just means he cannot confirm what your references had said about you. I would wait for him to call you back when he has actually made a decision on weather to hire you or not. |

Well, this depends on what your profession is, which country or state just to cover a few issues. As a hiring manager, I would suggest that he is not wanting to face you with an answer until you both are in a controlled environment. Most likely, you did not get promoted. Sorry. |
