I think I am being harassed by my employer, but not sure.?

My ex works for at the same company as I do, and he and I are cool. We have very little contact with each other because of the details of his job, but about every six months or so we will have to work together for 15-30 minutes to solve problems. About a year ago there were some issues and I worked with him to resolve them. That day it was brought up to my boss that he and I had an "extensive personal conversation" on that particular day. This was blatently false, and I told my boss that, he believed me and we never heard anymore about it.

About six months later, the EXACT same situation arose...and this time I got really upset, again I explained my position and my company tried at that time to ban me from walking through his area. I threatened to sue them and began the process of filing a harassment claim, when I explained this to them, they backed down and let it go. Nothing more came of the situation.

Fast forward another six months we lost an employee so I have had to take over his jobs...which are of course going through my ex's department. At the end of the day, I get called into the office and told that I was once again "caught" having a personal conversation with my ex. When I asked the details of the personal conversation they could not give me any specifics. I explained again, how it is real convenient that this issue always comes up when I have a truck going thru his line, and would thus have a legitimate reason to be talking to him.

Here is the issue now, my company is attempting to ban me from having a personal conversation with my ex...to start with I do not believe that to be legal (unless they ban all personal conversations between all associates) Secondly, my issue is that anytime I am seen talking to him it is deemed to be personal, but if a man is seen talking to him it is deemed business. Even though I have witnessed multiple conversations in the shop between various shop employees and other engineers that are personal in nature.

I just really don't know what to do, I know the easy solution would be to appease everyone by not speaking to him altogether, but I don't necessarily believe that is the right answer. I want my company to understand that you cannot ban a single employee from having personal conversations, yet allow all other employees to have personal conversations.

Do you think I am blowing the situation out of proportion? What would you do?

I think you have it just right. your company has no right to stop you from speaking to other employees and make lies about the conversations being personal ( Like that would matter anyways). I believe that you aren't blowing this out of proportion at all. Although I can see how your company is getting a warped situation. Have you tried getting help from your ex as well? if you have then I say just go forward with the harassment claim.

You are not blowing this out of proportion. What I would do  is the next time we are supposed to speak with him about something work related, just go to your boss and say " I obviously cannot have a work related conversation with him without everyone assuming that it is personal, so here you go" then walk away. Not worth your trouble. Eventually the boss will get sick of it and see your point.

Sounds like a coworker is harassing you and keeps telling your boss about the "conversations". It's your word against the coworker's, and it seems the company is believing him/her. Maybe ask your boss for advice on how to clear this up and prove that you are talking business with him, not personal matters.
