Basically I want to make a sort of raffle website which would count as a gambling website.
Where can I find all the legislation and the laws that might effect my business?
Where do I get the gambling licence?
Is there anything else I need check about its legality?

Look at existing gambling/casino site, get the company details and search through public records etc for information related to them. It is not easy, nor is it inexpensive to set such a site up. Aside from the requisite permissions and licenses, you will need software development, high bandwidth servers, legal contracts and advice and online payment facilities. I know of one similar attempt three years ago where the company London based involved invested tens of thousands of pounds but eventually folded without ever getting started.
It is not at all straight forward. |

The provision of facilities for gambling without obtaining an operating licence will be an offence if at least one key piece of remote gambling equipment is situated in Great Britain (as defined in the Act), irrespective of whether or not the facilities are provided for use wholly or partly in the UK.
