Unless it states in your employment contract that they can't, they can pretty much do whatever they want.

yes it is legal if they want to cut their budget they can and reduce your hours. if you don't like it then you need to find something else

Yes. Family members can get preferential treatment. It might be unfair, but it's not illegal.
