We usually only check references once we have pretty much decided we will hire the person (as long as their references are ok). It's too much hassle to check references for everyone.

There is no guarantee, but it is a good sign they are interested. It now depends on what your previous places of employment has to say about you. If you do not secure the position do not be afraid to ask if your references checked out. Once in a while you will come across a hiring manager who is very honest and advise you X employer did not give you a good recommendation.

Depends on the employer. Some larger companies automatically check references on applicants that have been interviewed. Some smaller companies may only go through the trouble if they are really interested in you or possibly trying to decide between a few candidates.

While it is not garunteed, it shows the employer is interested in you enough to do some extra leg work.
