Illegal working environment?

Is a bad working environment considered illegal? What would be the legal terminology for this? What government agency could I report this to (if any)?

My "office" is also a server room (has about 10 large computers/servers which are extremely noisy). The temperature in the room is usually very cold temperatures, but sometimes it can get really hot when the A/C fails. Also, there are backup standalone A/C units which also generates noise and can be considered a fire hazard.
Additional Details
I have been in IT for 6 years and these conditions are much worse than I've ever seen, so I would not say they are "common."

I am not sure what you are describing is illegal in the US. However, you do have a right to report it and have an investigation - it would be conducted under OSHA. OSHA would take care of limited access rooms, fire hazards, and the general duty clause.
