There isn't a lot of information available on the internet, but hostage negotiators or crisis management specialists are often employed by emergency services, usually police departments in larger communities.
I think the best route for this type of career would be taking courses in the emergency field you want to work in, e.g. police, fire, ambulance, etc., and continuing your education while working in the field. The courses can include non-violent crisis intervention, psychology, emergency management, studies in critical incident stress and post-traumatic stress disorder, and more.
Some of these courses may be offered as undergraduate study courses to individuals who are not yet working in those fields, but you would still need to get the right credentials.
Try doing some information interviews with people who are currently working in the field. You can start by calling the administration departments of your local ambulance, fire, and police departments.
