In MA and CA, is it legal for two brothers to marry or would that be considered incest?

Not, it is not me. This is a theoretical question only. . .
Additional Details
I have two specific states in mind ONLY because they are the only states in which same-gender people can be "married"

NO, It would not be legal. It does not matter whether or not gay marriage is legal in MA and CA. It is all about the biology, if you share to many genetic similarities with your partner, you probably will not be able to copulate with the blessing of society and your family.

A biological brother and sister can not marry each other as well. It all relates to the prohibited degree of kinship. Every culture has a standards on what family members are appropriate to engage in relationships, and which are not. Virtually all cultures prohibit relationships with biological siblings. There are some cultures and places that allow first cousins to marry.

If the two brothers are step brothers, then they would be allowed to marry each other in CA or MA. I also believe adopted siblings are legally able to marry, but it is still considered taboo (don't quote me on the adopted siblings, but pretty sure because not biologically related).

James is 100% correct. Not legal regardless if they are unable to reproduce. If they are step-brothers no problem. Adopted no problem. But there cannot be any type of blood relation. In fact, and do not quote me on this since it has been a while since I read this one particular case. If a couple is 5 generations separated they can legally marry. Less than 5 generations separated they cannot. This doesn't apply to all 50 states, but I remember it being a majority of states. Those without this 5 generation requirement were those backwood states.

I think this is incest no matter how you look at it. I sure HOPE states would not allow brothers to marry!

Odd question. Very odd - especially for it being "theoretical", but yet still have two specific states in mind.
