Legally - of course she can.
But she may choose not to, if she wants to continue having the support of her parents. Not all 18 year olds are emotionally or financially capable of cutting themselves off from their families and fully support themselves. |

you can legally move out when your 17 and your parents are still legally responsible for providing you food and shelter if you want it from them till your 18 but at 18 you are legally all on your own. case closed. |
