Is it Legal for PayPal to let go US citizens in favor of H1B foreign workers?

Even though in many cases the citizens have better qualifications than the cheaper foreigners.

Many tech companies are doing it, but is it right for US?

probably not, but they will find a way on paper. To make it look like they did it for some other reason.

depends on why they let them go.
it may have nothing to do with pay-rate but rather work-ethic and performance. qualifications mean nothing it is what you do with the qualifications that matters. as hard as i find it to say there is a large percentage of Americans who take employment as a right and have no concept of work-ethic, dependability or dedication. much of our work-force's problems we have brought on ourselves and have no one to blame but the man/woman in the mirror.
