Is it legal for a boss to take away an employee's personal time?

I had put in my notice of quitting at work. I have several hours of both vacation time, and personal time. I know that we can cash in vacation time if we quit, and the terms of personal time seems to change, depending on what mood my boss is in. I wanted to take some personal time next week, rather than lose it altogether. I was told that since I put my notice in already, I don't have my personal time anymore. Can my boss do this?

in some states you are due the paid time off that is already accrued.
in most states you are not due any PTO if you are terminated and many states do not require payment of PTO even when you quit with notice. the states that have laws concerning this generally do not cover anything except accrued vacation time and they don't address sick time or personal days.

depending on what state you are in, most likely what they are doing is absolutely legal and appropriate.

Call the local office of the Department of Labor. They will know.

They can't do that legally, but they get away with it all the time.

READ your employee manual. ASK HR. Probably they cannot take them away. Unless manual says hours are terminated upon giving notice, which would be illegal in many states.
