Is it legal for a company to train emplyees of the clock? And is legal not to pay for manditory meetings?

i work for a company that ask me to train off the clock i only did it because i needed the job but i was not happy that we did not get payed for meetings

No. You should be paid for both.

If the company is making work mandatory, they must typically pay you for that time. There are some exceptions for training in certain industries...you didn't give a lot of detail about what you do, so visit www.dol.gov to see if any of those exceptions apply to your job.

Anytime the employer requires your presence must be compensated time.

If you are in the US, no. Contact your local wage and hour office. If you can't find them make an inquiry through you local unemployment office - they can advise you who to contact.
