Is it legal for a private employer in Illinois to reduce a part-time worker's wages upon re-hire?

In other words, say someone has worked at a company for several years, having earned $10.00 from July 2007 through their resignation a year later. If that employee returned to work in December 2008, is it legal if their hourly wages got cut to $8.00 an hour (with no reason cited)?

YES,
they can do the same with a full-time employee as well.

all that the law requires is for you be paid at least minimum wage and applicable overtime.

Regardless if the person returns to work at the same company it is now a new employment contract. New terms. (And I do not mean the contract aspect literally that you signed anything.) They do not have to rehire the person at the same position or salary. The person merely worked there before previously and they'll rehire the person but here's what we got available. Take it or leave it.

They can offer to pay you what ever they want and it is your choice to accept it or not

yes it is legal. Since you quit and then came back your new hire date means you have no history with them as far as they are concerned. They can reduce your wages.
