It's pretty shaky. Could be a way to screen people that's not legal. For example, it's illegal to code applications for race - requiring a picture to be attached would do that. |

Yes. As long as it is not used to identify race or creed.
They also require photos for driver licenses, passports, military ID cards, VA ID cards, many school ID cards, gaming licenses, professional licenses, etc. One of the biggest problems is identity theft and the photographs help prevent that. |
