this is not a government job. my employer unilaterally changed the salary scale for all employees by over 20% effective immediately. is this legal?

YES
but not retroactively, they can not change the pay for time already worked.

Unless you are a Union represented employee, or your company has a written rule or agreement that they will not change their employees wages... I think they can change their salary scales at will. It sounds like your employer is trying to scale down their expenses by reducing labor costs. You do have the option to quit.

As soon as it is above minimum wage, it is legal.
