Is it legal to be bumped out of your job?

The city I work for has this system to where if your job will be cut you have the option to bump the next person with the least amount of seniority out of there job. Or bump the bottom person out of there job. The thing is they only have to have the same classification which means I can bump someone who works in a completely different building doing something completely different as long as I have the time over the person I am bumping. Hope that makes sense. One example is if I work for the Mayors Office and You work for the Water Company . I can bump you out of your job if we do the same thing as long as I have seniority over you and we have the same job classification. Even though our jobs are totally different.

Yes, it is legal and very common in union contracts. I have never heard of a non-unionized facility allowing it. But regardless, it's legal.

yes, it is legal. I had a friend who was working at the same type of place you do. I am not sure, but I believe the Ford Motor Co does it.

Yes, it's legal, and a common policy. Union contracts often have a provision like this one.
