My friend had been cut from 39 hours to 20, but is being given 19 hours overtime per week Is this legal?

Yes I'm afraid it is, it means that some weeks your friend may only get 9 hours overtime some weeks none, but will always be guaranteed 20.
Choice is your friend can always get another job..
