My roommates hours have been completely eliminated because the new supervisor heard that she has a second job. My hours were cut because the new supervisor heard that I was going to be interviewing for another job.

Unless you are under contract with the employer, they can pretty much do what they want. At least in MI, we have "At will" employment which means that the employer can even let you go for no reason at all. Many states have that law. Get to know your states employment laws to see if they have similar laws and regulations. In Michigan and under contract, a part time employee must get at least 3 hours per week to remain in the contract guidelines and not violate it. Again, its going to vary from state to state.
