Yes, not only legal, but a standard practice for employers to take their employees ID and copy it for their records.

Yes and it is required by the government to prove eligibility to work in US.

It is legal; however, most corporate labor attorneys will advise a company NOT to do so. The reason is that if the ID is flawed or faked and the company didn't notice, they have some legal liability for employing an individual who may not be authorized to work in the US (which they should have noticed from the ID.)
