this so called overseer is not a pastor but a nurse,she is claiming to be an overseer yet she is collecting a mandatory 10% to each member,and out it in her own bank account,her ministry is not registered and she is manipulating the rights of her members and called the people outside her group as an unbeliever,i send her a letter but no reply from her because she is the overseer as she claim,where can i report this or possibly file a charge on her as fraud and extortion,and anti money laundering

Your Best option is to contact the police.
As for what Insomnia said, if we all look the other way.. we're all going to suffer sooner or later.
Well done and let the police know, not sure which country you are in, but if in UK, use a Citizen Advice Bureau to take this further if the Police don't respond quick enough, the faster we root such people out, the better life we all get.
