Is it legal to see what others are actually offering?

When buying a house is it possible to actually see what other buyers are offering or if there are actually other buyers if the seller or real estate agent says there are multiple offers ? I mean how can you actually tell or know if they are just making it seem that way in order to get more money for the house the're selling ? It seems like this is the general way of selling now a days no matter what location, size or price.

No, there's no way to verify if there are other offers or what amount the other offers are for.

No, they cannot reveal the amount or number of other offers. They can only tell that there are other offers out there. Some unethical realtors might do what you suggest, but most don't. The risk of doing so is that a potential buyer might not submit an offer.

One thing you are considering is that an offer does not mean the deal will go through. Lots of deals fall through based on conditions in the offer - such as contingent on financing.

I would just submit the offer that you think is fair, with only the contingencies that you strongly need, and then see what happens. If yours makes it to the end, then good. If not, then there are plenty of other houses out there.

Good luck
