Is it legal to trade gifts,goods or services for labor?

i have some work in a area of town full of restaurants that doesn't amount to a worthwhile paycheck for anyone so i was wondering that if people were going down there anyway that they might want to work for one hour in exchange for a voucher for like twenty dollars at the establishment of their choice. would this be legal?

It is legal but it is also a taxable event.

To be legal, you would need to report and pay taxes on the value of the voucher.
