This sounds like harassment or discrimination to me.
If it is, then it would be illegal, and you should discuss it with your union rep, or even with your boss, if you can communicate with him/her on a reasonable level.
I guess it really depends upon how your boss says what he does, and how often, in front of your co-workers, etc.
Is this something he has always done or is it a recent occurrence?
Personally, I think it is someone that is trying to undermine your self esteem! How can "I thought you were smart enough ot know . . ." have any constructive purpose.
Does your boss really think that this attitude will make you smarter?
It may also depend upon what you said when you were hired and even your (and your bosses) expectations were when you were interviewed.
Never-the-less, if it is harassment, or discrimination then it is illegal and could be reported to the police, and/or any "Women's Rights" type organization.
It would be interesting to know if your boss is male or female or "other" and same for you.
Perhaps a serious talk and question like "what do you really expect of me?", and "is it your intention to put me down all the time, or are you not socially aware of the consequence of your remarks and that they hurt me" could help clear the air.
