Is it okay to send resumes out even though the offices are not currently hiring?

I hold an Associates Degree in Criminal Justice and have just begun my Bachelor Degree in Paralegal Studies. I work at home as a transcriptionist, but have been worked in several different areas of the legal system throughout the last 10 years. I'm ready to get my foot in the door at a law firm so when I get my degree I've already got one step up the ladder.

Here's the question/s: Is it okay for me to send out my resume looking for legal secretary/reception work even if the offices are not actively hiring? And if it is, is it better to mail them or deliver them in person to the various offices?

My husband who was a sole practitioner for over 40 years would get resumes all the time. But my suggestion is that you not send to large mega firms, but to send to small firms or sole practitioners only since when he lost a secretary/para legal, would scramble to find a replacement since he was all by himself and did not have a lot of time to look, interview and run his law practice. He was lucky that he only had 4 in all of those years and that the last 3 were found by the prior secretaries and trained and hired.

In a large firm, a lost of 1 employee is not a great loss since they most likely have many that work there and take up the slack and train a new employee, so can advertise when one is needed. But a law practice with only 1 or 2 lawyers and possibly sharing 1 secretary puts them in a real bind. Also if it works out well and if you leave, then could possibly get a great recommendation from the lawyer, which happened when he retired and his past secretary had doors open to them due to this.

Unsolicited materials are quite the catch-22 because they could help or hurt you. Your best step is to find out if the compant accepts unsolicited resumes, and if so then deliver them. Otherwise you could be wasting your time, money, etc. on something that won't get looked at or will be looked unfavorably at.
