Is it possible for an employer to not give an employee a W-2 form to fill out on her hiring day?

I've been working for this small company for almost two years now, and it was just recently that my employer had me fill out my tax form. I was wondering how my deductions of almost two years are based from, since he didn't have me fill out the form on my hiring day. If proven, how should i take a n action for this? What government agency can help me?

I just got her in America about two years now and don't know anything about the laws here. Nobody to ask about. This is my first job. Yes, the employer is treating you as single with 0 exemptions if you have not completed a form. You can go online http://www.irs.gov/pub/irs-pdf/fw2.pdf and get a w-2 from the government for free and submit it to your employer if you prefer to be handled differently.

Nothing is illegal here. If you want different you just need to provide the form.

Have you been paying taxes? If you've been paying taxes, the employer may have just realized that you didn't have a W2 - which basically tells him/her if you'd like additional monies above and beyond the law held out. Why would you want to take action if you don't know at this point if this employer has been pocketing your earnings. Also, how is it that you did not know until he reminded you that you had not filled one out? There is a standard amount held out of a paycheck and the W2 is above and beyond that so find out if a misdeed has been done and educate yourself before wasting anyones time with frivolous accusations.
