Payroll is processed bimonthly, so 24 times per year. Full-time employees receive credit for 86.67 hours per pay period. No problem, because 40 hours times 52 weeks= 2080 hours. 2080 hours divided by 24 pay periods is 86.67 hours. But...365 is not evenly divided by 7, there are actually 52 1/7 weeks per non leap year.
Therefore, in a given year, aren't all employees working an average of a day for free? Is this legal?

No, because you were fully aware when taking the job that you'd get paid twice a month no matter how many days there were in the month. That's why there's a difference between getting paid every two weeks instead of bimonthly. |

If you are not paid by the hour, it is irrelevant. A salaried employee is paid a certain amount per year. How the employer divides that amount up is up to the employer as long as it comes out to the annual stipulated wage.
$45,000 a year is $45,000 a year regardless of how many days there are in the year.
If you're hourly, then you are required to punch a time clock and be paid for every hour you work or your employer is breaking the Federal Department of Labor law. |

Technically, they probably are "stealing" from you, but this practice has become so pervasive especially in large corporations that it's considered the industry norm. Not much you can do about it. |
