Is pay increase freeze legal without written notice?

My boss told me in april that a pay increase freeze occured in Feb. 1, but not memo was sent out and no other department heard anything about that either

Unless your contract guarantees you annual increases they didn't do anything wrong.

Unless the pay increase is part of your employment contract, there is nothing to talk about. Better no pay raise than no job just now.

No notice need be given unless the freeze would be counter to the terms of a contract. By law, you are not legally entitled to a pay increase unless the minimum wage increases and without the raise, you would then be lower than the new minimum wage.
