Is this TOO casual to wear to a small law firm dinner/casual work day?

It comes with a sleeveless top and matching skirt, and is shorter than the waistine. Any ideas on how to make it more formal? I'm talking about an English law firm btw.

To make it more formal, it should be black or a navy blue. For a casual work day, the color (gray) should be fine. Make sure you wear pantyhose with it and don't remove the blazer.
