Is this an example of hiring discrimination?

A major company is advertising it's available jobs only on an hispanic website. The jobs are available on their corporate site as well but nowhere else on the web. Is it discrimination to only seek hispanic candidates.

To add a twist. If I changed my name to something more hispanic and submitted my resume, virtually identical to the resume I submitted two weeks ago, but this time I get a call.

Bottom line, is it legal for a company seek only a certain race to fill management positions - maybe just to try and even out their numbers?

Look at the following website www.eeoc.gov

I believe that is illegal. You can actually contact their 800 number and they will investigate the company if they feel you are right.

It supposed to be illegal to hire based on race ...

Not at all illegal. Where it is posted does not constitute any type of discrimination. It may very well be that they are seeking hispanic candidates since the person is required to be bilingual. In that case even someone who is not of hispanic decent, but is able to read and speak Spanish could very well go on this site and apply for the position. My present place of employment we placed an ad at a website that targets the Spanish community. Reason being is the price was by far more reasonable as oppose to Monster or HotJobs and we need a bilingual person for this particular position.

Technically, it may be a form of discrimination, but companies that make attempts to hire minorities are looked favorably upon by all levels of government.

If you changed your name and got a call, eventually you would have to reveal your true identity. When your true identity became known, you can be assured that the company would never hire you because you would be considered untrustworthy.

If you ever fill out an application for employment and you fill in any false information(no matter how minor) you are subject to dismissal if the company hires you, and later finds the false information.
